The background

What this theme sets out on sustainable development, before any session.

The manual's own text for this chapter taught a world population count, a global temperature range, a United States trade deficit and a nineteenth-century American economist's book, and repeated several passages twice where the extraction doubled them. Swechha rewrote the chapter in September 2026: the foreign figures are cut rather than converted into Indian ones, the examples are Indian, and no number has been put in their place — none has yet been read from a primary Indian source for this subject. The ideas are the manual's own, including the nine perspectives and the material on needs and wants.

Development is a word everyone uses and no two people mean the same thing by.

Scholars have never agreed on it. Some hear growth. Some hear change, reform, modernisation. Some hear a road cut through a forest and a village moved off its land. All of them are using the same word, and all of them are using it correctly.

In India the word usually arrives attached to an object: a flyover, a factory, a new line on the metro map, a dam. It is almost always something you can photograph. That is worth noticing, because most of what development changes cannot be photographed at all.

People use it in at least four ways.

  • Development as a real change in how things work — incomes rise, a village gets a road, a girl finishes school.
  • Development as action taken to improve something, whether or not it improves anything. Development as the improvement itself, where the result is the proof. And development as the ground laid so that improvement becomes possible later — the school building that has no students in it yet.

There is a simpler way to hold all of that. Development is a better working balance between people and the land they live off — how it is used, who works it, what gets made, and who ends up with what. Better by whose measure, decided by whom: that is the entire argument, and it never goes away.

So the questions that matter here are not technical ones. Who decided? Who gains? Who pays? And how long does it hold?

History of Development

For most of the last century one idea ran the world: that development is good, always, everywhere, for everyone. Every branch of modern thought was built on it. Many people watched modern life arrive and called it progress. Others watched the same thing arrive and saw practices die, habitats go and life get thinner.

There was a warning inside it. A wish to master nature turns quickly into mastery over people, and ends in a society that cannot govern itself. The warning was made, and ignored. Development stayed the ruling idea of the century.

It worked like a lighthouse. Nations coming out of colonial rule steered by its light. The light was switched on after the Second World War, when the Western world set about rebuilding countries — and decided, on the way, what a rebuilt country ought to look like.

Underneath, development meant one thing: catch up with the industrialised countries. In practice that narrowed to economics, and then narrowed again to growth — a single rising number. And it was laid on top of a longer history: colonies emptied of their forests, their minerals and their people, then debt, then aid that behaved like lending. The word sustainability entered the argument late, carried in by people who had noticed that the environment kept appearing on the cost side and never in the accounts.

Unsustainable Development and Its Impact on the Environment

Development is unsustainable when the present is paid for by the future. A town grows until the lake it grew around becomes a drain. A borewell goes deeper every summer, and the next farmer drills deeper still. A hillside is cut for a road and comes down in the monsoon. Some resources simply end — coal, oil and gas are dug up once and are gone. Others are lost by being converted: forest into field, field into plot. None of this is illegal, and almost everyone involved is doing something reasonable. That is what makes it hard to stop.

The list of consequences is long and familiar: a warming atmosphere, soil and water turning acid, land going to desert, forests thinning, catches falling, species gone. Read together they say one thing — we are asking the earth for more than it can supply. India feels this first through heat and water. Heat reaches the people who cannot leave the work: the mason, the vendor, the delivery rider, the very old and the very young. Water is felt as a tanker that comes on Tuesday, or does not.

Defining Sustainable Development

Sustainable development means meeting the needs of the present without spending what the future will need. Said plainly: do not use up what the people after you have to live on. It is a rule about timing, not an instruction to do less. A thing is sustainable if it can keep going.

To sustain something is only to keep it going. Everyone alive needs the same few things — food, water, a roof, work, a way to get about, and a fair chance of being well.

All of it comes out of the ground, the rivers and the air. Spend what cannot be replaced, or break something faster than it mends, and the arrangement ends. Not slowly, and not everywhere at once. It ends first for whoever has the least room to move.

So sustainable development is a way of running a society that can keep running. Three things have to hold at the same time: the land in working order, people treated fairly, and an economy that pays. Drop any one and the other two come apart.

It does not ask a poor country to stay poor. Incomes should rise and poverty should fall — on the condition that the rise is not taken out of what the next generation needs. Two ideas sit inside that. Needs, and whose needs come first: the answer is the poorest, not the loudest. And limits — what the land, the water and the air can actually give, which is set partly by nature and partly by how we have chosen to organise ourselves.

This is not a call to stop. It is a call to change how we build and what we build for. Every country has the same floor to reach: work, food, power, water, a toilet. The arguments are about how, not whether.

Three things it is trying to do at once. Grow an economy without eating the base it stands on. Leave the air, water and soil in better condition than it found them. And make sure the growth reaches the people the last round went past — housing, work, and a say in the decision.

Why Sustainable Development Matters

It puts the basics within reach.

More people means more competition for the same food, housing and water. Whether everyone gets them depends less on goodwill than on what gets built — the pipe, the grid, the road, the drain. Build all of it around a fuel that is running out and getting dearer, and the basics get harder to supply every year rather than easier.

Farming has to change anyway.

More mouths, the same soil. Carry on with the same ploughing, the same flood irrigation and the same spraying, and the cost climbs while the soil thins — and the diesel and fertiliser it all runs on will not stay cheap. The alternative is not romantic. It is crop rotation, better spacing, watering the root instead of the field: methods that hold the yield and hold the soil.

It is how climate change actually gets managed.

Most of the warming comes from burning coal, oil and gas. These do two harmful things at once: they run out, and on the way out they change the atmosphere. Anything that cuts how much of them we burn is climate policy, whether or not anyone calls it that.

It is an economic argument, not only a moral one.

A country with no coal or oil of its own is not poor in energy. It is rich in sun and wind, and neither can be embargoed or priced by somebody else. Building that takes technicians, fitters, electricians and repairers, and those jobs last as long as the sun does. Jobs at a coal seam last as long as the seam.

Two you already see.

Wind. A turbine turns moving air into electricity. The wind is not used up, and nobody bills you for it.

Sun. A panel turns light into electricity — on a school roof, on a pump at the edge of a field, on a lamp in a house with no line to the grid. The fuel arrives free every morning, and burns nothing.

Crop rotation belongs on the same list. Planting different crops in turn on the same land feeds the soil and breaks the cycle of pests and disease.

It is not a new idea. It is what farming was before it was told to specialise.

Sustainability includes the people doing the work.

A supply chain is not sustainable because the packaging is compostable. It is sustainable if the people in it are paid properly, work safe hours in safe conditions, and are protected by law rather than by their employer's mood. That means no bonded labour and no child labour — and it is worth saying plainly to a class that neither of those is a foreign problem.

None of this is charity. People who are safe and rested do better work, fall ill less, and are still there next year.

The same goes for rights. Equal access to school, to work, and to the room where the decision is taken. Where it is missing it is usually missing for the same people: Adivasi and Dalit communities, religious minorities, women, people with disabilities. A society that leaves them out is not only unjust. It is running on a fraction of its own ability.

And the environment, defined usefully.

One test: take from the environment no faster than it puts back. By that test most of what runs the modern world fails, because coal, oil and gas put nothing back on any timescale that matters to us.

Four things it comes down to.

Biodiversity.

Everything alive: trees, crops, cattle, fish, bees, the bacteria in the soil. Protecting the places they live is not sentiment. Clean water, food, timber, cotton, medicine and a pollinated mango crop all come out of that system. Take pieces out and you do not get a smaller version of it. You get a different one, and it may not feed you.

Renewable resources, used at their own pace.

Renewable does not mean unlimited. A forest, a well and a fishery all renew, but only at their own speed, and all three can be emptied faster than they refill. Coal, oil and gas do not renew at all on any human timescale. The work is to move what we can onto sun, wind and water, and to leave the rest alone long enough to come back.

Waste, and where it actually goes.

Plastic is the clearest case: cheap to make, used for minutes, and still in the ground long after everyone who handled it is dead. Less of it is the first answer. The second is that whatever is thrown must actually go somewhere, and not into the nearest drain, nala or empty plot. Waste nobody deals with becomes air you breathe, water you drink and soil you grow food in. It does not disappear. It changes address.

Climate.

Burning coal, oil and gas puts carbon into the air, and the air does not sort it out again. Cutting that means building the alternative, which is mostly an engineering and construction job rather than a moral one. Climate and natural resources are the same problem seen from two ends: a country that guards its forests, soils and rivers is doing climate work whether or not it files it that way.

How Sustainability Works

For a business, sustainability is mostly a question of time horizon. A decision made for this quarter and a decision made for the next generation look completely different even when the facts are identical. Firms that take the longer view set targets they can be held to: packaging that can actually be recovered, energy per unit brought down, suppliers somebody has been to see.

The test to put to any such promise is short. What exactly will be different, by when, and who checks?

Different Perspectives on Sustainability

Sustainability is not one subject. Nine ways of looking at it follow, and a class will usually need several at once. The first is scientific. Science is a disciplined way of finding out what is actually happening: predict, measure, and let the measurement settle it. It is what turns an argument about a river into a reading from the river.

It also points at how we live — what we use, how we travel, how much we heat and cool, what we throw. And it points at the ground itself. Earth and environmental science is what tells you where the water in an aquifer came from, why a slope failed, and which soil will hold. Planning that skips it finds out the same things later, and more expensively.

Two ideas do most of the work here.

First, that human actions, policies and habits can be judged by whether they keep natural systems whole and stocked. Second, that this is not optional in some corners of life and required in others. It either runs through everything or it does not hold.

History. The record of what changed and what it cost. It is the only place to check whether something like this has been tried before, and how it went.

Geography. The same problem looks different at different sizes. A ward, a district, a river basin, a country — each scale shows something the others hide, and a solution that works at one can fail at another. Geography is also what lets you tell an ordinary rate of change from a dangerous one. To know that a landslide, a flood or an eroding coast is beyond what that place normally does, you first have to know what it normally does.

Human rights. The Universal Declaration of Human Rights sets out what every person is owed: life, liberty, safety, and a standard of living good enough for health and wellbeing — food, clothing, housing, medical care. Read it against any development project and it stops being a preamble and becomes a checklist.

Society. Sustainable development is a way of organising a society so that it lasts. That means holding what people need now and what they will need later in the same hand, and refusing to treat the second as somebody else's problem.

Gender. Women and men, girls and boys are given different work, different freedom and different amounts of say, and the difference is rarely accidental. It shows up directly in this subject: who walks to fetch the water, who cooks in the smoke, who is asked at the meeting. Equality is a goal in its own right and also the fastest route to most of the others — on hunger, on health, on income, and on how well a place survives a bad year.

Values. Freedom, equality, solidarity, tolerance, respect for nature, shared responsibility. These decide what a person or a country will and will not do, long before any policy does. They are not the same everywhere, and a programme that assumes one set of values travels intact will fail quietly and never learn why.

Culture. What people hold to, and hand on. It is easy to file culture under heritage and forget it, but it is doing economic work — crafts, textiles, food, music, medicine, and the reason anyone travels anywhere. The older farming and food practices also carry real knowledge about drought, storage and what grows where. Where people of different cultures now live side by side, the question of what is kept and what is let go is live, daily, and usually settled by children.

And sustainability itself, as a way of seeing. It holds environment, society and economy together, and judges a decision by whether the people who come after will thank us for it or have to undo it.

Needs and wants. Almost everyone is in the market every day, as a buyer or a seller or both — for food, a roof, medicine, clothes, a bus fare, a phone. How far you can take part in it is set by two things: what money you have and what you know. Which is why the market shapes daily behaviour far more than most people would admit.

Wants have no ceiling. Materials do. And every round of making and moving things leaves something in the air and the water that nobody paid for. One warning before teaching this. Needs against wants is not the same lesson in every classroom. For some children it is a thought experiment. For others it is what happened at home on Sunday, when the household decided between the school fee and the repair. Teach it so that both can speak.

Consumerism, and what the word is doing.

Consumerism is the habit of buying past the point of use — buying to feel something, to be seen, to fill an afternoon. It gets blamed for a great deal: older ways of living thinning out, people being worked on rather than served, the mess left behind, and a low-grade dissatisfaction that the next purchase is supposed to fix.

The useful old term for the visible part of it is conspicuous consumption: buying a thing precisely because other people can see you could afford it. Everyone knows what this looks like locally — the wedding, the phone, the car one size larger than the street. It is not confined to the rich. It is only more expensive for everyone else.

For a while the word was used approvingly, as shorthand for rising standards of living and an economy that finally answered to ordinary buyers. That meaning has worn off. What is left is mostly the criticism.

The defence of it is real and should be taught honestly. Spending employs people. When cars sell, so do steel, tyres, glass, upholstery, transport and the tea stall outside the plant. A great many households eat because other households buy. Anyone arguing for less has to say what happens to those wages.

So consumerism is the engine of the modern economy, and every one of us is inside it — saving for a thing, buying it, and being slightly changed by owning it. That last part matters. Goods carry standing. What a person owns gets read as who they are.

Which is why most replacement is not repair. The old one worked. It had simply stopped saying the right thing about its owner.

That makes it a hard thing to steer. It is central to the economy and largely outside anyone's control, and it sits badly against any idea of buying well.

The environmental bill is plain. Things designed to be thrown away, or to fail early, are a bad use of material by definition. For a long time design was the cheap step to skip — make it, sell it, and let disposal be somebody else's department. Nothing was built to be opened, mended or taken apart, so nothing was.

There are ways out, and they are not all sacrifice. Make to order rather than guessing and dumping the surplus. Spend the effort at the design stage, where it is settled whether a thing can be opened, mended, refilled and recycled — almost every later problem is decided there. And then the demand side, which is us. Companies follow their customers; they always have. When enough people start asking how long a thing lasts and whether it can be repaired, the answer becomes something worth competing on. That is the one lever in this chapter a classroom can actually pull.

None of this is an argument against consuming. We consume in order to live. It is an argument against the excess, which is where the damage is concentrated.

Take one habit: buying from very far away what could be made close by. The cost is not only the fuel burnt moving it. It is a local maker who no longer has the work, and a place that has forgotten how to make the thing at all.

Are consumerism and sustainability compatible? They pull opposite ways. Sustainability tries to be fair to the buyer, the maker and the ground all at once. Consumerism answers to the margin, and at its worst designs things to become unusable or unfashionable on schedule. The costs that get skipped — the river, the dump, the illness — are picked up by the public or by the future, because the law lets them be. Make the maker carry them and a great deal of this corrects itself. Until then, some of it is fixable by anyone who sells things.

  • Earn from the same object more than once: sell it, then repair it, upgrade it, rent it, take it back and sell it again.

A shop that mends what it sold keeps a customer for years instead of an afternoon.

  • Get out of the race to the bottom on price.

Fewer, better things earn more over their lives than a heap of cheap ones sold once.

  • Build the relationship on quality and straight answers.

Say what a thing is made of and how long it should last. Most sellers will not. That is the opening.

  • Stock what can be mended, and know somebody who mends it.

And on our side of the counter. None of the following is difficult or expensive, and most of it is what a grandmother already did.

  • Buy what you need. Then stop.
  • Refuse packaging you did not ask for.

Carry the cloth bag. The jhola was never a sacrifice. It was just the bag.

  • Ask how long it will last before you ask what it costs.
  • Reduce, reuse, repair, recycle — in that order, because the order is the point.
  • Quality over quantity.
  • Look after things. Most of what gets thrown away was never maintained.
  • Give your custom to people who do this properly, and tell them why.

Festival season passes and the habit comes straight back unless something has actually changed in how we buy. None of this is a punishment. Done well it leaves you with better things, more money, and less to clear out.

Animals, and why they belong in this chapter. Human health, animal health and the health of a place keep turning out to be one subject. Intensive animal farming, the clearing of forest and the trade in wild animals kill animals in enormous numbers and also build the conditions in which disease jumps from one species to another. The outbreaks then come back around and kill more animals, along with the livelihoods built on them. Fire, flood and drought do the same, and neglect follows scarcity — the first thing a household short of water stops watering is not itself.

Taking animal welfare seriously is not a separate kindness bolted on the side. A food system with less industrial animal farming in it uses less land, less water and less medicine, pollutes less, and treats animals better — all at the same time. The shift has to be fair to the people whose living depends on the present system, or it will not happen at all.

The same doubling-up works in building. A building being refitted for energy can be given glass that birds do not fly into. A road being widened can be given an underpass animals will actually use. Both cost far less done once than done twice.

Governments have begun to accept that animal welfare belongs inside development rather than beside it. It is worth going one step further with a class: animals are not only useful to us. They are also simply there, in their own right.

Cities. Picture a city centre you can breathe in, green enough to sit in, with more people walking and cycling than sitting in traffic. That is not a fantasy. It is a set of decisions about road width, bus frequency, drainage, and where the poor are allowed to live. Indian cities are being built right now, at speed. What goes up this decade will still be standing when today's students are old.

A city is sustainable when it can keep supplying itself — water, power, food, transport — while still growing, and when a bad monsoon or a week of heat does not break it. The tests are ordinary ones. Can a family afford to live near its work? Is there a bus? Is there a park that is actually open? Does the water drain? And when something does go wrong, who is standing in it — because it is the same neighbourhoods every time, and that is a design decision, not bad luck.

Five places to start.

  • Grow food in the city — on roofs, on spare plots, in school grounds.
  • Make the healthy meal the cheap and easy one.
  • Cut food waste, and compost what is left rather than burying it.
  • Add green space, and put it where the people without gardens live.
  • Reconnect the city with the farms around it instead of building over them.
