How India counts
environmental deaths

Through the National Crime Records Bureau, which publishes an annual table of accidental deaths attributed to forces of nature, cause by cause. It is the only national, annual, cause-by-cause official count India has. Every figure in it is what was filed under that cause, which makes each one a floor rather than an estimate — and the largest single entry is lightning.

A police record, not a health statistic

Understanding where the number comes from explains almost everything about what it can and cannot do.

The figures come from reports filed by police and reporting authorities across the country, compiled annually into Accidental Deaths & Suicides in India. A death enters the table only if someone recorded it and attributed it to one of the named causes. It is an administrative count of filings, not an epidemiological estimate of mortality.

That structure has two consequences. Deaths with an obvious, immediate, external cause — a lightning strike, a drowning in a flood — are recorded well, because the cause is not in doubt at the scene. Deaths where the environment was a contributing factor rather than the proximate one are recorded badly, because the certificate says heart failure.

One death gets one cause. A person with existing heart disease who dies during a heatwave is not split between two rows, and whichever row they land in, the other is short by one.

What this count is

Not an estimate of how many people were killed

Lightning is the largest killer in the table by a wide margin and is almost never the subject of a climate story. It is more than a third of all recorded deaths from forces of nature. Heat, which gets the coverage, is the second.

Heat's own figure more than doubled in a single year, and its share of the table went from 12.5 per cent to 23.2. A rise that steep in an administrative count is at least as likely to be a change in how deaths were attributed as a change in how many occurred, and the table cannot distinguish the two.

There is no limit here to break. This is a count, and the only benchmark it has is the previous year printed beside it.

Treat every figure as a floor and the direction of travel as the more reliable signal.

Recorded, not occurred. Peer-reviewed excess-mortality work puts heat deaths in India far above the filed figure. No alternative number is quoted here, because quoting one requires the study attached and none is.

Reporting changes look like reality. A state that improves its filing practice produces a rise indistinguishable from a worsening climate. Year-on-year jumps deserve more suspicion than year-on-year drift.

The categories are not a hazard taxonomy. “Torrential rain” and “flood” are separate rows for an event that is often one thing, and the split between them is a filing decision.

It is national. A national count cannot describe a district, and the events that make the news are usually local.

What this number cannot tell you

  • It cannot tell you how many people an environmental event killed. It tells you how many deaths were filed under that cause.
  • It cannot capture deaths where the environment was a contributing factor — which for heat is most of them.
  • It cannot be compared internationally. Other countries use death-certificate coding rather than police filings.
  • It cannot be broken down by age, occupation or housing in this table, and those are what decide who dies.
